Inside the FTA's Joint Awareness Meeting: What 700 Attendees Learned About Choosing an Accredited E-Invoicing Provider

On 29 September 2026, the FTA gathered over 700 Accredited Service Providers, in-scope businesses, and tax officials in Dubai. Here are the takeaways that matter for your ASP appointment β€” and the October 30 deadline.

On 29 September 2026, the Federal Tax Authority hosted an expanded joint awareness meeting in Dubai β€” over 700 participants in the room: Accredited e-Invoicing Service Providers, companies and entities subject to the system, and FTA officials. The timing was deliberate: the Phase 1 ASP appointment deadline lands on 30 October 2026, and the FTA wanted providers and businesses in the same room to close that gap.

FTA Director General Abdulaziz Mohammed Al Mulla's message was direct: persons subject to the system should take the necessary measures to join now β€” not in December. Here's what came out of the session, and what it means for your compliance plan.

The meeting's purpose β€” and the signal it sends

The session had three stated goals:

  1. Help businesses select an appropriate Accredited Service Provider β€” a matchmaking function as much as a briefing.
  2. Explain the legal and regulatory framework under Ministerial Decisions 243 and 244 of 2025 and their amendments.
  3. Walk through joining the system via EmaraTax β€” the FTA's digital tax services platform where registration happens.

The signal worth noting: when a regulator puts 700 people in a room one month before a deadline, it's an enforcement-readiness exercise, not a courtesy briefing. The FTA is building the expectation that every in-scope business is already in an ASP conversation.

Takeaway 1: The October 30 deadline is the operative one

Al Mulla restated it plainly: persons with revenues of AED 50 million or more must appoint an Accredited e-Invoicing Service Provider by 30 October 2026.

If you're Phase 1 and you haven't signed a provider yet, you are inside the final window. ASP appointment is a contracting step, not an implementation step β€” go-live is 1 January 2027 β€” but late appointment compresses your integration, testing, and parallel-run time into the worst possible window (the year-end close). The full phase table is in our deadline timeline post.

Takeaway 2: "Accredited" now means fully accredited β€” check the register

The same week, Ministerial Decision No. 168 of 2026 (effective 1 October) scrapped the ASP pre-approval stage. Providers may now offer e-invoicing services only after completing the full assessment and testing defined by the Ministry of Finance.

Why it matters for buyers: during the pre-approval era, some providers marketed themselves as "approved" while still mid-testing. That ambiguity is gone β€” a provider either holds accreditation or it doesn't. Before you sign anything, verify the current status on the accredited ASP partners list and the Ministry's register.

Takeaway 3: Registration goes through EmaraTax

Joining the system formally happens on EmaraTax. The FTA walked attendees through the flow: your business registers under the e-invoicing system on EmaraTax, and your ASP handles the technical onboarding in parallel β€” Peppol participant identifier, digital certificate issuance, and connectivity testing.

Practical tip from the session: have your EmaraTax credentials and authorized-signatory details ready before your ASP onboarding call. The most common delay isn't technical β€” it's a business that can't log into its own EmaraTax account.

Takeaway 4: The FTA is explicitly easing the path, not just policing it

Al Mulla framed e-invoicing as a mechanism that "enhances voluntary tax compliance through secure and effective digital mechanisms" β€” the same week the Ministry of Finance issued Decision 197 easing storage, tax-group, and notification requirements (covered in our amendment explainer). The regulatory posture is clear: the FTA will help you comply, but the deadlines and the Cabinet Decision 106 penalties are fixed furniture.

Your ASP-selection checklist

Use this before you sign with any provider:

  • Accreditation status β€” on the MoF register under the post-Decision-168 framework, not "pre-approved" or "in process"
  • Peppol Access Point capability β€” can they both send and receive, or only transmit?
  • Your ERP on their connector list β€” Zoho Books, QuickBooks, Tally, Xero, Sage, Odoo, or whatever you run; see our integrations
  • Failure handling β€” what happens to in-flight invoices during an outage? (The old 48-hour FTA-notification rule is gone, but the invoices still have to go out.)
  • Archive access β€” can you export the full retained record for an FTA request without a support ticket?
  • Pricing model β€” per-invoice vs subscription at your real volume; compare on our pricing page
